Public Comment on Proposed Brownfield Remediation for Former Shell Bulk Oil Terminal Facility/Indianapolis, Indiana
The Indiana Brownfields Program (Program) is evaluating a request for $150,000 using U.S. Environmental Protection Agency (U.S. EPA) 128(a) funds awarded to the Indiana Finance Authority (IFA) to conduct remediation of environmental groundwater contamination at the former Shell Bulk Oil Terminal Facility, addressed at 2121 and 2219 West Michigan Street in Indianapolis, Indiana (Site).
This notice is to publish and seek comment from all interested parties on the following U.S. EPA-required documents related to 128(a)-funded remedial activities at the Site:
1) Further Site Investigation and Remediation Work Plan (RWP) Report— preliminarily approved by the Program, it outlines the cleanup plan for the Site based on Phase II Environmental Site Assessments (ESA) activities which determined groundwater contamination at the Site.
2) Analysis of Brownfield Cleanup Alternatives (ABCA)— preliminarily approved by the Program and U.S. EPA, it outlines cleanup and environmental management alternatives and remedial recommendation for the Site based on the RWP Report and Phase II ESA activities for the Site.
3) National Historic Preservation Act (NHPA) Review – completed by the State Historic Preservation Office (SHPO) based on information provided by the Program in a 5/15/13 request letter regarding proposed remedial activities at the Site. SHPO’s letter dated 6/4/13 recommended a finding that no historic buildings, structures, or districts or objects listed in or eligible for the National Register of Historic Places are identified on or near the Site to be affected by remedial activities. U.S. EPA issued its finding in a letter dated 6/13/13, which agreed with the SHPO’s recommendation. A SHPO letter concurring with U.S. EPA’s finding was issued 6-21-13.
